A 93rd-percentile ETH week on thin volume tests a reserve's quarterly line

Should the treasury trim its ETH reserve back to its policy allocation after a 15.84% weekly gain, or leave the position and let the quarterly report carry the mark?

The market facts are real; the decision maker is illustrative.

The week and the position

In the week of 25 May 2020, ETH rose 15.84%, from 199.90 to 231.57, ranking in the 93rd percentile against 119 weeks of history, with a close in the upper third of the range. Dollar volume of 1.00 billion ran below the prior 12-week average, and perpetual funding held flat at 0.01% per eight hours. ETH beat BTC by 7.47 percentage points and the ratio gained 6.89%. Realised annualised volatility was 61.5%, with a best day of 10.44% on Saturday followed by a -4.98% Sunday. The reserve still sits 35.29% below its 52-week high.

Judgment

The reserve's policy allocation, not this week's gain, should set its size. A 93rd-percentile week on below-average volume and flat funding is drift, not a validated repricing, so trim the excess back to the target allocation rather than raising the target or adding. Keep the balance of the reserve where it is and accept that giving up further upside if the ETH/BTC ratio keeps rising is the price of a report the treasury can defend each quarter.

What would change it

If a later week closes above the 247.00 high on volume above the prior 12-week average, with funding still positive, the case for raising the target allocation reopens. If allocation has already drifted back inside its band by quarter end, no trim is needed.

What sets this case apart

This is a reserve-policy decision judged against a reporting calendar, where an extreme weekly percentile on thin volume must be separated from a durable change in the reserve's value.
